CHAllenge:

BC Housing is responsible for authorizing owner builder in British Columbia. Individuals who want to build their own home in BC must apply for an Owner Builder Authorization and pass an exam. The exam covers topics in both building fundamentals and regulatory requirements and liabilities under the Homeowner Protection Act. BC Housing wanted an instructional video focused on Owner Builders regulatory requirements to complement their existing written material.

Insight:

A public education video covering detailed, and some might say, esoteric aspects of regulations around owner builders may seem like a dry topic, but we knew that the audience would be motivated to listen and learn. We just needed to find a way to deliver the information required to expand their knowledge, which improves the quality of residential construction and increase consumer protection. A successful video would be a win-win-win for BC Housing, the authorization applicants, and subsequent purchasers.


strategy:

Hole Hog Media developed a motion graphics explainer video that graphically borrowed from an architectural plan theme. Keeping the pace quick, the voice over light, with a whimsical animation style complemented with light hearted sound effects, the video satisfies all the educational objectives while keeping the audience engaged and entertained.

outcomes: 

As of November 2018, the video was the second most watched video on BC Housing’s YouTube channel. Not bad for a 13 minute educational video about the Homeowner Protection Act & Regulation.
